# Public edition note: verification module

Version 0.4.2 restores the verification module to a human-readable editorial-handbook structure. The original thematic organization is retained as the primary reading layer, while machine-readable VER rule identifiers remain available through hidden anchors and the rule registry.

The revision preserves the strongest methodological improvements introduced after the initial baseline:

- work state is separate from evidential verdict;
- Unsupported, Unable to verify, Disputed and False have distinct evidence conditions;
- confidence applies to a specific conclusion rather than a source category;
- source suitability is assessed against the claim being checked;
- source-count heuristics do not replace evidence sufficiency;
- cautious wording does not create evidence for causality;
- visual verification must not claim technical checks that were not performed;
- publication authorization remains separate from fact-checking.

The purpose of this change is usability for editors and prompt designers, not a rollback of the stronger verification logic.
