# Sources and Reference Basis

## Purpose

This module records external reference material used to inform EAS-KB. The references provide editorial and technical context. EAS-KB is an independent synthesis and is not an official implementation, certification or endorsement of any referenced organization’s standards.

A reference should be read for the claim or principle it can actually support. Different organizations may use different procedures, terminology, legal assumptions and newsroom structures. Where external practices differ, EAS-KB defines a baseline principle and leaves newsroom-specific procedure to profiles or local policy.

## How references should be used

1. Prefer current official versions when a rule depends on changing policy or law.
2. Record the date or version of a source when it materially affects interpretation.
3. Do not treat a referenced newsroom’s practice as universally binding.
4. Distinguish direct source requirements from EAS-KB design choices.
5. Recheck external sources before using the framework for high-risk or jurisdiction-specific deployment.
6. Treat legal requirements as jurisdiction-specific and obtain appropriate specialist review where necessary.

## Core design basis

EAS-KB uses the following cross-cutting design principles:

- evidence is evaluated for the specific claim it can support;
- verification state is separate from verdict and confidence;
- attribution is separate from truth of the attributed statement;
- recommendation, authorization and completed action are separate states;
- fairness does not require false balance;
- public-interest decisions should use necessity and proportionality;
- privacy and identification decisions require separate editorial judgment from factual verification;
- corrections should propagate to materially related outputs where practical;
- AI assistance does not remove human editorial accountability;
- retrieved or supplied content does not acquire policy authority merely by containing instructions;
- derived applications should select relevant modules and preserve their dependencies rather than copying the entire baseline indiscriminately.

## Maintenance note

External references can change. A future EAS-KB revision should update this module when a cited standard is materially revised or when a new source becomes necessary to support a specialist module.
